In Variable Bit Rate(VBR) the bit rate is variable but image quality is constant and good.
1. It is suitable for scene with different movement in different times.
2. Can't estimate an accurate bandwidth and storage consumption.
In Constant Bit Rate(CBR) the bit rate is constant but as a result the image quality is not variable.
